Financial Management Branch

The Financial Management Branch develops and maintains the government’s financial management framework, including related financial legislation and its principle based core policy and procedures manual. The branch works closely with financial, information technology and human resource management to maintain the overall policy direction for government. It provides advice to line ministries and other central agencies on the financial management and accountability framework to support capacity, control and achievement of government objectives.
The branch supports the Comptroller General in meeting her broad statutory responsibilities and provides support to the executive level of government, ministries and central agencies. The branch develops and maintains relationships with external bodies including Crown corporations, the Office of the Auditor General and the Canada Revenue Agency in support of a strong and sustainable financial management and governance framework. The branch is also responsible for identifying risk-related issues and elevates these issues, with recommendations to the Minister of Finance, Deputy Minister or Treasury Board.
Services include direction and decision making support to inform senior official’s decisions on sustainable business strategies, systems and processes, risks and controls, and performance management. The branch leads standing and ad hoc working groups on emerging issues in financial management, new policy initiatives and improvements to administrative practices. Projects include strengthening capacity, financial curriculum, financial management information systems, and a comprehensive legislative and policy review to modernize and streamline government’s management and accountability framework
Legal and Policy Framework |
- Development and maintenance of government’s principle based core policy and procedures manual for overall direction and control
- Sets management, financial and administrative standards, systems, procedures and best practices for line ministries and other central agencies
- Comprehensive review of financial management legislation and governance framework for streamlined legislation
- Partners with other central agencies on new policy initiatives for government and broader public sector

Advice and Guidance |
- Ongoing expert governance, accountability and policy advice to line ministries
- Collaboration with ministries operational aspects of corporate systems, processes and accountability framework
- Advises on changes to legislation, regulations and directives to ensure effective business between government and the private sector
- Review, advice and feedback on government’s accounts receivable collection and revenue streams

Capacity Development and Training |
- Strengthen management capacity and program delivery across government with online governance & financial training courses
- Rationalize financial officer roles and responsibilities to improve corporate recruitment and capacity development
- Online one-stop information and resource portal for client use
|
Reporting and Feedback Mechanisms |
- Government compliance with industry standards for credit and debit card payments including an awareness training program for government
- Ensure compliance with Financial Information Act
- Assessment of reporting requirements for executive decision making, line ministries and the broader public sector
- Develop government wide protocol agreement for vetting Auditor General reports
