Passenger Transportation Board
Mr. Bell has extensive experience with administrative tribunals. He is a current member of the B.C. Passenger Transportation Board where he led the development of a Board published report on accessible transportation in 2012 and another on Taxi Standards in 2014. He is also a past member of the Employment and Assistance Appeals Tribunal where he chaired hearings and wrote decisions on a variety of issues. Mr. Bell previously held a broad range of senior positions with the federal and provincial governments. In the B.C. Public Service his background includes Directorships in Human Resource Management, Senior Treasury Board Analyst and Assistant Deputy Minister. He was given leave in 2000 to work with the Canada Programme on Governance, International Development Research Centre as a consultant assisting the East Cape Province, South Africa in its transition to central executive management. Bill lives in Victoria and his interests include music (especially jazz), tennis, travel and golf. He has a volunteer background which includes the Victoria Needs Crisis Line, the Boards of the John Howard Society of Vancouver Island, the New Bastion Theatre Society, the Oak Bay Tennis Club and the Victoria Jazz Society where he served for over 12 years including 5 years as its President. Bill holds a Bachelor of Arts in Psychology and a Master of Public Administration from the University of Victoria.
Roger Leclerc was the Manager of Kitselas First Nation Development Corporation. As well, he was the Manager of Kitimat Valley Institute Corporation and Manager of Terrace & District Community Service Society. Previously, Mr. Leclerc has over 15 years experience as the owner/operator of Little Oliver Contracting Ltd. (logging and construction) in Terrace, B.C. Mr. Leclerc is a board member on the Industry Training Authority Aboriginal Advisory Committee and a director on the Terrace Public Library. He holds his Master of Arts in Leadership and Training from Royal Roads University.
Spencer Mikituk has over twenty-five years of management experience in the Canadian aerospace industry associated with aircraft maintenance, technical training, quality assurance, and safety management. He is currently the President of Mikituk Consulting Incorporated located in Delta, BC. Previously, Mr. Mikituk was the Associate Dean, Aerospace Programs; and Manager, Quality Assurance and Industry Services at the British Columbia Institute of Technology (BCIT) Aerospace and Technology Campus. In addition, he was the Manager, Technical Training Operations for Air Canada (formerly Canadian Airlines International). Mr. Mikituk is the past Chair of the Aerospace Training Advisory Committee with BCIT. He holds a Diploma in Aircraft Maintenance from the British Columbia Institute of Technology.
Catharine Read was the Head of the Yukon Public Service and Chair / Vice Chair of the Yukon Deputy Ministers Council. Prior to this appointment she was a consultant and Principal of her own firm. Ms. Read was the Chief Economist for the Government of the Cayman Islands and also held senior positions with the government of British Columbia. Active in her community, Catharine Read served in various board director roles including Katimavik Youth Services, Cayman Islands Stock Exchange Authority and Tourism British Columbia. Ms. Read has a Bachelor of Arts Degree (Honours Economics) from the University of Alberta and a Master of Arts (Economics) from Queen's University.
