Successful procurement practices depend on staff having access to the best tools and training available.
The Procurement and Contract Management Program provides comprehensive training to give B.C. government employees the necessary skills and abilities to achieve successful performance in procurement and contract management. It is designed to improve the overall level of professionalism in the government’s procurement practices.
In 2005, this made-in-B.C. program received a national award from Summit Magazine and the Canadian Public Procurement Council—recognizing the Province of British Columbia as a leader in procurement training.
The PCMP has four proficiency levels and completion of all the courses in levels 1-3 (basic, fundamental and applied) results in a corresponding level of PCMP Certification. The program requires approximately 225 hours of course work time to complete the 13 courses needed to achieve Level 3 certification and full graduation. The first class began the program in 2004 and graduated in 2007.
There are 20 courses
and seminars available through the program. There are seven half-day courses
for deputy ministers, assistant deputy ministers and other senior managers.
Topic areas include:
- implementing procurement and contract management policies and best practices;
- using procurement management control and reporting systems;
- assessing procurement risk and developing contract management plans; and
- developing and leading alternative procurement initiatives.
