Qualified Supplier Application Process

Introduction

The MH Online application makes several types of Manufactured Home Registry transactions available through BC OnLine. Transactions include search, new home registration, residential exemption, transport permit, and transfer.

The types of transactions that are available online include the highest volume transactions of the Registry; but note that not all Registry transactions are available online. Many specialized transactions continue to be handled directly through the Registry, for example, non-residential exemptions. Also, some special situations of the basic online transactions may not be completed online and will require direct processing by the Registry.

Are all transactions available to all users?

Transactions fall into two groups - Open and Restricted. Any user with a BC OnLine account may access the Open transactions which include the search and transport permit transactions. Access to the Restricted transactions depends on enrolment as one of a number of different types of Qualified Supplier.

What are the different types of Qualified Suppliers?

The Qualified Supplier category includes sub-categories of lawyers and notaries, home manufacturers, home dealers, and other users referred to as "Service Providers."

Lawyers & Notaries

This group is open to lawyers and notaries practicing in B.C.

Lawyers and notaries who enrol as qualified suppliers are able to access the Open transactions of search and transport permit and the Restricted transactions of transfer and residential exemption.

Members of this group already meet several of the requirements for a qualified supplier. However, an enrolment process is necessary to allow for an agreement to include the following points:

  1. All suppliers must have a BC OnLine account.
  2. Key documents such as the bill of sale and signed forms will no longer be sent to the Manufactured Home Registry. Instead they will be retained by, or on behalf of, the submitting party and stored for seven years to meet document storage requirements. Within this seven-year period, the submitting party must be able to provide a copy or certified copy, at the fee levels set by the registrar, on request, within a seven-day turnaround.

Service Providers

Service providers are approved by the Manufactured Home Registry to offer services to any third party, including the general public, lawyers and notaries.

Service providers are able to access the Open transactions of search and transport permit, and, additionally, the Restricted transactions of transfer and residential exemption.

Enrolment for service providers will be by application to the Registry. Applicants must demonstrate that they meet the following requirements:

  1. All suppliers must be registered to conduct business in British Columbia.
  2. All suppliers must have a BC OnLine account.
  3. All suppliers must have an overall understanding of the Manufactured Home Act, Regulations and procedures pertaining to the filing of documents online.
  4. All suppliers must demonstrate comprehensive general liability coverage of $1,000,000.
  5. Key documents such as the bill of sale and signed forms will no longer be sent to the Registry. Instead they will be retained by, or on behalf of, the submitting party and stored for seven years to meet document storage requirements. Within this seven-year period, the submitting party must be able to provide a copy or certified copy, at the fee levels set by the registrar, on request, within a seven-day turnaround.

Successful applicants will then sign an agreement with the Registry which lays out the responsibilities being undertaken.

Manufacturers

This group consists of manufactured home producers.

All manufacturers will enrol as qualified suppliers. They will be able to access the Open transactions of search and transport permit and the Restricted transactions of registration and transfer. Manufacturers will only be allowed to register transfers for homes where they are the current owner.

Members of this group already meet several of the requirements for a qualified supplier. However, an enrolment process will be necessary to allow for an agreement to include the following points:

  1. All suppliers must have a BC OnLine account.
  2. All suppliers must demonstrate comprehensive general liability coverage of $1,000,000.
  3. Key documents such as the bill of sale and signed forms will no longer be sent to the Registry. Instead they will be retained by, or on behalf of, the submitting party and stored for seven years to meet document storage requirements. Within this seven-year period, the submitting party must be able to provide a copy or certified copy, at the fee levels set by the registrar, on request, within a seven-day turnaround.

Enrolment process for lawyers and notaries.

Enrolment for lawyers and notaries is by written agreement with the Manufactured Home Registry which lays out the responsibilities being undertaken.

Follow the steps below to complete your enrolment:

Step 1 Review the agreement, complete online and download to your printer:

Step 2 Sign the agreement. Ensure it is signed by the signing authority for the BC OnLine account.

Step 3 Fax only the signature page of the agreement to BC OnLine Administration at 1 250 953-8222.

Step 4 Mail the entire agreement including signature page to the Manufactured Home Registry. If this is not received by the registry within two weeks of enrolment, your status as a qualified supplier will be revoked. Please send the agreement to:

Step 5 You will have access to MH Online within 24 hours of your fax submission being received by BC OnLine.

Step 6 You will be included in the listing of qualified suppliers on the Manufactured Home Registry Web site at the next update.

Application process for service providers.

Service providers can become qualified suppliers upon successful completion of the application process. Applications will be accepted on a periodic basis. At present the Manufactured Home Registry is not accepting applications. Contact the Manufactured Home Registry at 250 356-8609 if you require further information.

Follow the steps below to complete your application:

Step 1 Complete the application form online and download to your printer. The form must be completed in English. Applications will only be accepted on the form below:

Step 2 Sign and date the application. Submit form and attachments to the Manufactured Home Registry to:

Step 3 You will be notified of the outcome of your application by email within two weeks of receipt of the application.

Step 4 Successful applicants will be asked to download and provide a signed copy of the service provider agreement.
