Capital Asset Management Framework

The Capital Asset Management Framework describes government's objectives and policies for planning and managing publicly-funded capital assets such as schools, hospitals, and buses.

The Framework consists of three integrated components:

  1. The Overview (PDF 1.8MB) describes the objectives, principles and key elements of the Framework. It highlights the requirement to examine a variety of options for obtaining and managing assets, and to choose options that provide the best value for taxpayers;
  2. The Guidelines (PDF 4.9MB) describe the province's minimum standards, policies and processes for managing capital assets;
  3. The Tools provide practical resources, such as templates, sample documents, and technical guidelines. Links to tools are incorporated throughout the Guidelines document.
